Today, fleets subject to the rule should use an active, manufacturer-self-certified ELD listed by exact device and software version. Treat predictive maintenance and automated tax reporting as optional product features that require current evidence, not as part of the ELD rule.
From paper RODS to current ELDs
- Paper records: drivers recorded duty status manually; carriers retained and reviewed RODS and supporting evidence.
- Automatic on-board recorders: AOBRDs added electronic recording under an earlier technical framework but did not equal today’s ELD specification.
- 2015 final rule: FMCSA published the ELD and supporting-documents final rule, establishing minimum device performance, mandatory-use scope, supporting-document rules, and anti-harassment measures.
- Full ELD operating model: covered drivers use registered manufacturer-self-certified ELD combinations; automatically recorded vehicle data works with driver entries, carrier review, edits, transfer, malfunction procedures, and retention.
- Optional fleet tools: dispatch, GPS, IFTA reporting, maintenance, and analytics may connect to an ELD. Check which features your product includes and how their data is used.
