Use the current three-item requirement
49 CFR 395.22(h) requires transfer instructions, malfunction instructions and sufficient blank graph-grid records for at least eight days. Match the instructions to the installed ELD and make sure the driver knows where to find them.
Effective July 22, 2026, FMCSA removed the separate federal requirement to keep the ELD user’s manual in the vehicle. The final rule does not remove the remaining information-packet items or the need to know how to operate the device. Keeping the manual accessible can still be useful.
Inventory the packet by function

Inspect the packet in the actual vehicle. A document stored in a manager’s inbox does not establish that the driver can produce the required information. If instructions are accessed electronically, verify the permitted format and the driver’s actual access under the applicable guidance and circumstances.
Recheck after a product change
A replacement device or app workflow can make an old transfer sheet misleading. Record the ELD model and version with the packet review, and confirm that the instructions describe the supported method. A Bluetooth link from the phone to the truck does not by itself prove that Bluetooth is a supported enforcement-transfer method.

Information-packet questions
Should we throw away every user manual?
No. The change removes a federal onboard requirement; it does not make product instructions unhelpful. Keep a current manual wherever your training and support process needs it.
Does an eight-day supply of blank grids mean eight days of automatic permission to drive after a failure?
No. The blank-grid requirement and the malfunction response are separate. Apply the current malfunction and repair provisions to the actual condition.
